Tom MacLaughlan possibly Chicago, but it's difficult to tell from the background.

Looks like this photo was carried around and handled a lot. A restored version of this photo shows that it was taken either in a hotel ballroom or a meeting room of some kind where there was a celebration going on. Tom is holding a champagne flute in his hands. Maybe this was a 21st birthday celebration for him or some other celebratory event.
